I'm not sure that's always the case - when my mates band last got
suckered into a ticket deal[1] the promoter[2] had a deal with one of
the agencies for selling tickets. The agency kept IIRC 15% of the face
value as well as slapping on a honking great booking fee, transaction
fee & charging for postage: if you were buying just one ticket it was
cheaper to buy it on the door.

Mind you, shitey wee promoters trying to get tickets for local bands
playing a slimy little dive into an agency with a decent website & a
shopfront in the centre of Glasgow won't get as good a deal as a
reputable promoter, a name band or a venue that you'd want to set foot in...
